Construction Manager – Utilities (RTA Projects)

Job Description:
We are seeking an experienced Construction Manager specialized in Utilities to oversee RTA road and infrastructure projects. This critical role requires a leader with deep technical knowledge of utility diversions and the ability to navigate the complexities of working within live traffic environments. You will be responsible for the end-to-end Management of utility works, ensuring full compliance with authority standards and project timelines.
🔹 Key Responsibilities:
- Oversee and lead all utility-related construction activities for RTA roads and infrastructure projects.
- Manage complex utility diversions including DEWA (Water & Electricity), sewerage, storm water, irrigation, and street lighting.
- Coordinate effectively with electrical and telecom providers to ensure seamless infrastructure integration.
- Ensure all construction works are executed safely and efficiently under live traffic conditions.
- Liaise with government authorities, consultants, and subcontractors to secure necessary approvals and maintain project flow.
- Monitor project progress and implement technical solutions to overcome site-specific engineering challenges.
- Provide regular updates to senior Management regarding project milestones, budget adherence, and authority compliance.
- Collaborate with the Human Resources department to ensure specialized site teams are adequately staffed and trained.
🔹 Requirements:
- Bachelor’s Degree in Civil Engineering is mandatory.
- Minimum 12 years of hands-on experience in utilities works within road and infrastructure projects.
- Mandatory experience with RTA projects in Dubai; familiarity with RTA standards and procedures is essential.
- Extensive knowledge of utility networks: DEWA, Sewerage, Storm Water, Irrigation, and Telecom.
- Proven track record of managing construction activities safely under live traffic conditions.
- Exceptional coordination skills with authorities, consultants, and various subcontractors.
- Immediate joiners or those on short notice periods are highly preferred.
- Strong leadership qualities and the ability to manage large-scale site operations effectively.
