Job Description:

We are seeking a highly experienced and dedicated HSE Officer to join our leading construction team in Dubai. This role is designed for a safety professional who possesses substantial hands-on experience in navigating the complexities of the UAE construction sector. You will be responsible for the end-to-end implementation of safety protocols, from initial risk assessment to daily onsite monitoring and emergency response planning. The ideal candidate will have a technical mindset, a deep understanding of Dubai Municipality and Civil Defense safety standards, and the communication skills necessary to enforce compliance across a multicultural workforce. 🔹 Key Responsibilities:

  • Perform comprehensive risk assessments and create detailed safety procedures and project-specific HSE plans.
  • Conduct routine, rigorous inspections at project sites to identify hazards and address unsafe conditions immediately.
  • Ensure all HSE-related activities are effectively planned, implemented, and monitored throughout the project lifecycle.
  • Prepare and manage emergency response plans, safety forms, and technical documentation for official approvals.
  • Compile and submit weekly and monthly HSE performance reports, statistics, and management presentations.
  • Deliver daily toolbox talks and comprehensive safety induction sessions for site workers and staff.
  • Monitor tools, machinery, and heavy equipment to ensure they are safe, maintained, and compliant with engineering safety standards.
  • Liaise with the Human Resources department regarding safety training certifications and health insurance compliance for site staff.
  • Identify potential hazards before task commencement and implement preventive measures to ensure a zero-harm environment.
  • Investigate all site incidents or near-misses, prepare root-cause analysis reports, and maintain accurate safety records.
  • Coordinate with IT to utilize digital safety reporting tools and incident management software.

🔹 Requirements:

  • Bachelor’s Degree in Engineering or a relevant field is mandatory.
  • NEBOSH IGC Certification (International General Certificate) is a mandatory requirement.
  • Minimum of 7 years of proven experience as an HSE/Safety Officer specifically within the UAE construction industry.
  • Strong knowledge of UAE federal and local construction safety laws, regulations, and best practices.
  • Excellent verbal and written communication skills in English; knowledge of Arabic or Hindi/Urdu is an advantage.
  • Proven ability to prepare detailed technical safety reports and risk management plans.
  • Strong leadership qualities with the ability to influence behavior and enforce site discipline.
  • Familiarity with ISO 45001 (Occupational Health and Safety) standards is highly preferred.
