Job Description:

China Harbour Engineering Company (CHEC) is currently seeking a skilled and experienced HR Officer to join its expanding operations in Dubai South. This role is a unique opportunity for an HR professional who can navigate cross-border functions, specifically facilitating communication between our Chinese headquarters and our diverse UAE workforce. You will be responsible for overseeing the full employee lifecycle while ensuring that corporate HR systems and UAE labor regulations are harmonized. We are looking for a candidate with strong Mandarin proficiency and cultural awareness to support both Chinese expatriate staff and local management teams in a high-intensity engineering environment.

🔹 Key Responsibilities:

  • Manage the full spectrum of Human Resources functions, including end-to-end recruitment, onboarding, and employee lifecycle management.
  • Coordinate closely with the Chinese head office regarding HR policies, performance reporting, and global system implementation.
  • Handle complex employee relations matters and provide dedicated support for visa processing and labor documentation.
  • Provide payroll coordination support, ensuring accuracy and alignment with corporate financial standards.
  • Implement HR policies that comply with UAE Labor Law while adhering to Chinese corporate governance.
  • Act as a primary linguistic and cultural bridge for Chinese expatriate employees and local management.
  • Utilize Information Technology tools and internal HRIS platforms to maintain accurate digital employee records.
  • Support the Management team in developing workforce planning and succession strategies for regional projects.

🔹 Requirements:

  • Bachelor’s Degree in Human Resources, Business Administration, or a related discipline.
  • 5 to 7 years of proven experience in professional HR operations.
  • Fluency in Chinese (Mandarin)—speaking, reading, and writing—is mandatory for head office coordination.
  • Non-Chinese nationality is a specific requirement for this position (Malaysian, Singaporean, or Vietnamese candidates preferred).
  • Strong understanding of Chinese HR systems, corporate structures, and reporting practices.
  • In-depth knowledge of UAE Labor Law and visa regulations.
  • Proactive mindset with the ability to operate effectively within a multicultural engineering firm.
  • Excellent interpersonal skills and high cultural intelligence.
